Dr. John M. Palmer is the President of John Palmer Associates, Inc., a consulting company. Dr. Palmer is also the Director of Community Affairs and Diversity at Touro College of Osteopathic Medicine (TouroCOM). Dr. Palmer is a member of both the boards of the Greater Harlem Chamber of Commerce and New Yorkers Against Gun Violence. Dr. Palmer is a former board member of Gotham Health FQHC, Inc., of the New York City Health and Hospitals and the New York State Department of Health's Public Health Health Planning Council (PHHPC) as Vice Chair of the Codes Committee.

Dr. Palmer was the Executive Director of Harlem Hospital Center and the Renaissance Health Care Network for over 12 years, the longest serving Executive Director in the history of both institutions. Dr. Palmer also served as the Executive Director of Kingsboro Psychiatric Center, Deputy Regional Director of the New York City Office of the New York State Office of Mental Health and Assistant Commissioner of the New York City Department of Mental Health, Mental Retardation and Alcoholism Services.

Dr. Palmer has masters degrees, in Clinical Psychology and School Psychology, as well as a Doctorate in Clinical Psychology from The Derner Institute at Adelphi University in Garden City, New York. Dr. Palmer is a licensed Psychologist in the State of New York. For two years, he authored a regular column on health and wellness in the Positive Community Magazine. Dr. Palmer has published articles in the Journal of the National Medical Association, the New York University College of Dentistry’s Global Health Nexus Magazine and has presented research at the National Conference of the American Psychiatric Association, the Xavier University of Louisiana College of Pharmacy, Center for Minority Health and Health Disparities, Research and Educations Third Annual Health Disparities Conference, and the Conference on Emergency Preparedness at the Metropolitan College of New York. Dr. Palmer has earned the Advanced Black Belt in Karate.
